Looking to build an OP-18 Green Luffy deck list? Monkey.D.Luffy (OP18-022) brings a multi-attack strategy to The Dominance of God, releasing November 20, 2026.

Luffy can attack twice in one turn, but his ability prevents him from becoming active during his next Refresh Phase. Fortunately, the new Water Seven support offers several ways around that drawback.

Here's our look at the best cards and combos for an early OP-18 Green Luffy deck. This is a pre-release theorycrafting guide, not a finalized 50-card list. We'll update it as more testing becomes available.

How Does OP-18 Green Luffy (OP18-022) Work?

Monkey.D.Luffy (OP18-022) is a Green Leader with 5,000 power, five Life, and the Water Seven and Straw Hat Crew types.

With three DON!! attached, Luffy can set himself active when attacking, allowing a second attack that turn. The downside is that he cannot become active during his next Refresh Phase.

The key to building Green Luffy is finding reliable ways to restore him while maintaining enough Characters and Counters to defend yourself.

Best Cards for an OP-18 Green Luffy Deck List

These 12 cards are our top candidates for an early build.

Nico Robin and OP18-036 Luffy are our favorites. Both help overcome the Leader's biggest weakness, while Nami and Shoot Down That Flag improve consistency.

One limitation: those search cards cannot find every Water Seven Character.

Kokoro, Chimney, and Gonbe lack the Straw Hat Crew type, so their inclusion needs careful consideration.

Best OP-18 Green Luffy Deck List Combos

Nico Robin + Luffy: Attack Twice and Recover

Attach three DON!! to Luffy, attack twice using his Leader ability, then use Nico Robin (OP18-031) to set him active at the end of your turn.

Since Luffy has the Water Seven type, Robin can restore him before the opponent's turn. This is the most straightforward combination we'd build around.

Chimney + Gonbe: Three Luffy Attacks?

With Chimney and Gonbe on the field, Luffy can attack twice before Chimney rests both Characters to set him active again.

That potentially gives Luffy a third attack. Gonbe can then restore him at the end of the turn.

The drawback is needing both Characters to survive long enough to execute the combination.

Tony Tony.Chopper + Luffy: Four Attacks?

Tony Tony.Chopper (OP18-029) has Rush and can attach rested DON!! to Luffy while setting himself active again when attacking.

With enough resources, that's potentially two Chopper attacks and two Luffy attacks in one turn.

It's an exciting finishing option, but Chopper's nine-DON!! cost makes it difficult to rely on consistently.

What Should an OP-18 Green Luffy Deck List Focus On?

Early testing from Rubber City Games suggests Green Luffy can struggle when opponents interrupt his main combinations.

We'd focus on three things:

  1. Leader recovery: Nico Robin, OP18-036 Luffy, and Kokoro offer multiple ways to restore Luffy.

  2. Consistency: Nami and Shoot Down That Flag help find important Straw Hat Crew cards.

  3. Defense and additional attackers: The deck needs to function even when its multi-attack combinations aren't available.

Sanji, Zoro and Sogeking, and Gum-Gum Giant Axe could help address those defensive concerns.

Is OP-18 Green Luffy Going to Be Good?

Green Luffy has some exciting combinations, but consistency remains the biggest question. His repeated attacks are powerful, yet the deck needs enough recovery, defense, and board presence to survive disruption.

Our early approach is to build around Nico Robin, the two-cost Luffy, and reliable Straw Hat Crew search cards, then experiment with the bigger finishing combinations.

We'll update this guide with a complete 50-card OP-18 Green Luffy decklist once meaningful testing results become available.
